Android O版本上networkAttributes的说明分享

andoird o开始，由于mtk overlay机制，networkattributes的读取有改变。

aosp的networkattributes是放在framework目录下：

/frameworks/base/core/res/res/values/

而android o并不会读取该位置下的array。

由于device.mk中增加了overlay：

因此，networkattributes读取的是：

解决方法：

如果有需要用的自身overlay的话，需要参考mtk overlay中的networkattributes做适配，

因为aosp中的networkattributes支持的apn类型较少，像bip以及xcap都不支持。
