题目类型:网络流-最小费用流 

题目大意:n个点,m条边,每条边的花费为c,源点的流量为1, 
  		  q次询问,每次把边的容量变为u/v,求最小费用 

题目思路:由于u/v出现了分数,我们可以把容量*v变成u,那么源点的流量则为v;
首先令容量全为1,求出单位流量下费用流的过程,记录下每次增广花费的费用, 
在q次询问的时候,每次增广u,剩下的流量就是u-v,然后继续增广,直到结束,
结束后,如果仍然有剩余流量,则发生错误,输出"NaN",否则输出费用/v的最简分数
